Heartless men shove struggling dog over 6ft wall into animal shelter in Texas 'to avoid paying fees to leave it there legally'

Disturbing CCTV footage shows the moment two men take a dog from the back of their car and push the frightened animal over a 6ft wall into an animal shelter before driving away.
A surveillance camera captured the pair lifting the dog onto metal railings outside Seguin Animal Services in Texas and then shoving it to the ground when it struggled and refused to jump down by itself.
The callous men then calmly walked back to their vehicle and drove off, abandoning the dog in the dead of night.

Police are hunting for the suspects, seen fleeing the 500 block of Fred Byrd Drive in a light-colored SUV before heading northbound on Austin Street at around 11pm on April 25.
It is believed the owner may have been trying to avoid paying a compulsory administration fee for leaving the dog at the shelter legally during opening hours.
Heartbreaking video released on social media yesterday shows the two men checking the area outside the shelter for witnesses. With the coast seemingly clear, they open the trunk and one of the men - pictured wearing a hat - lifts out a dog and carries it to the fence.
As it struggles, the second man steps in to help lift it onto the railings.
The poor animal is then seen desperately trying to keep its balance as the men repeatedly shove it. Eventually, it falls awkwardly to the ground then turns and runs towards the fence, but finds itself trapped as the men drive away.

Viewers on social media were appalled by the scenes.
Jerri James Gomez wrote: 'I am sorry but most people know that the proper humane thing to do is to wait until the shelter is open. 
'It's not just about money, it's about the process and treating animals with dignity. That poor pup looked scared and hurt from being pushed over the fence. How sad.'
Norma Rincon said: 'So sad, how can you? Pets are not easy to take care of, they depend on us and it's a responsibility you should have thought of before getting that type of pet.' 
Sandy Maldonado commented: 'If they truly had any regard for the dog, they would have waited for the shelter to open the following day or at the very least, tie the dog to the fence. This dog could have broken its hip, leg or neck.' 
But Haeden Perrenot argued: 'The only loss I see is that the city didn't get a surrender fee. I'm gonna say they did the right thing and took the dog to a place where it can be cared for properly and have a roof over its head, with also the opportunity to have loving new owners.'
In a statement, Seguin Police Department said: 'On Thursday April 25, just before 11pm, two men who were driving a light-colored SUV dumped a dog at Seguin Animal Services, located in the 500 block of Fred Byrd Drive.
'The video depicts the SUV pulling up, two men get out of the vehicle and scope out the area. The two of them then retrieve a dog out of the rear portion of the vehicle.
'They carry the dog to the fence and attempt to push the dog over but the dog struggles. Eventually the men are successful in pushing the dog over the fence. The men get back in their vehicle and travel northbound on Austin Street.
'If you have information about these men, contact the Seguin Police Department at (830)379-2123.
'The Seguin Animal Services does accept owner surrender animals but there is a process to do so. Seguin Animal Services is open Monday - Friday, 9am- 5pm, or Saturday from 9.30am until noon. You are required to reside in the city to owner surrender and there are fees associated with it.'
